Bugesera International is still under construction, with completion targeted for 2027/2028 by Rwanda's government aviation holding company. No ground handler can exist there yet. Kigali is currently served by Kigali International, managed by Rwanda Airports Company, where RwandAir performs handling as an ancillary activity and the Pearl and Dream lounges operate.
